The Bruce Lake community’s dedication to preserving their natural environment continues, with a focus on the 13.2-acre parcel that includes the lake. This land is critical, as it backs up to existing nature preserves and the Naturaland Trust Bunched Arrowhead habitats.
A History of Preservation Attempts
The community has a history of actively trying to protect this land. In April 2024, the Bruce Heights community took a significant step by delivering a purchase contract for the 13.2 acres, following a verbal offer that was initially accepted. However, Bruce Lake Development, LLC, the then-owner, ultimately backed out of the agreement.
Recent Developments
On August 27, 2024, the property was transferred from one developer to another despite a lawyer-presented contract to purchase the land at a fair market price. The owner snubbed the Bruce Heights neighborhood and, instead, transferred the property to another developer as a sort of retribution for community appeals against the 52-townhome development. The new development company is operating under a Limited Liability Company named “Bruce Lake Properties, LLC.”
The Bruce Heights community continues to offer the new developer a fair market price. However, the developer refuses to negotiate.
Concerns About Neglect and Enforcement
The condition of Bruce Lake has been a source of concern. The previous owners have reportedly been in violation of South Carolina Department of Health and Environmental Control (DHEC) directives to repair the dam, which has been classified as a “Significant Hazard Class C,” since 2018. Despite repeated warnings from DHEC, the necessary restoration efforts have not been undertaken.
Easement Covenants and Restrictions
Adding another layer to the situation are the Bruce Lake Easement Covenants, filed with Greenville County in 1989. These legal covenants place specific restrictions on the use and development of the Bruce Lake property, aiming to protect it. Notably, these covenants restrict commercial development, prohibit any “permanent substantial decrease in the level of the lake,” and prevent activities that could create a nuisance or introduce harmful materials into the lake.
